Yet Chemical Plant is not on South Island. And they clearly show a map of the world so that’s debunked
It was called a World Map, it didn't specifically say map of the whole world. Or else humans would of been evident in the game.
And it's possible that Chemical Plant from Sonic Forces is different from the one from Sonic 2, or West Side Island is a close neighbouring island of South Island.
The rest of the major locations in Sonic Forces match up well to certain zones in Sonic 1.
• Green Hill = Green Hill Zone
Obviously.
• City = Spring Yard Zone
Both these stages are one of the earliest urban settings in their games. These city also make plenty use of warm colours and late evening skies similar to twilight which makes them resemble one another more.
• Mystic Jungle = Jungle Zone
The only known jungle on South Island. In the MS/GG version, flowing water and logs being a reoccuring element in the game while stone platforms are also evident. Mystic Jungles neon lighting could be fixtures added by Dr. Eggman fairly recently.
• Metropolis = Star Light Zone
Star Light Zone is another urban zone thats more built up with metallic colours. Star Light Zone also had some construction going on and Metropolis could be the finish result of Star Light Zone only depicted during the day instead of the night.
• Eggman Empire Fortress = Scrap Brain Zone
Located on the mountain top of the "World Map" just as Scrap Brain was in MS/GG version, Dr. Eggman re-commandeer Scrap Brain and builds it into his seat of power for his conquest.
• Volaco like mountain on World Map = Marble Zone
The World Map depicts a single volcano like mountain on the island. While there was no lava stage or volcanic activity throughout the game, the mountain could still indicate the island is still volcanic, thus a stage like MArble Zone maybe present somewhere on the island.

Yeah I don't 100% agree with it, but a good 70-80% agree with it, in which I'm willing to chance anything around those odds.
