Billy Gulch was an inmate at Highview Corrective Centre.

According to Simpson the Cat, he spent twenty years digging an elaborate escape tunnel. On the day before he planned to use it, he was pardoned. He never got over it. Nevertheless, the tunnel was eventually used during the escapes of Captain Plunder and Simpson.[1]
