A Control Collar is a metal ring which clips around the victim's neck and keeps their powers inactive.

They are usually used by the Zone Cops, and Zonic uses one on Scourge the Hedgehog before arresting him. Dr. Eggman also used a version of the Control Collar on Hunter so that he would obey his commands. (StH #197,#140)
