A second arrangement of the character select screen, which never ends up being used due to the first version replacing it. It was later used for the Options menu in Sonic Gems Collection.
Sd_game_bgm_06
A track given the title of "Sunset Town" in the OST. The stage does not even exist in the final game.
Sd_game_bgm_0e
This track is in the test menu but not in the OST. Its use is currently unknown.
Sd_game_bgm_0f
In the OST, this track is called "Hurry Up", which attributes it to Death Egg's Hangar. However, the battle against Dr. Eggman uses a completely different track, being "North Wind", which is the fight against Knuckles. The track is still listed in a used list of songs used in order for single-player mode. The song was to come after the final boss, but since there is no stage after the final boss, this renders the music unused. This track was used in the Egg Hangar DLC level of Sonic & Sega All-Stars Racing, where it is played in the pre-race cinematic.

Three non-detailed balls that are among the first three objects programmed into the game.

An unused rocket.

An unused container
Flicky
An unused Flicky model. The colors of the Flickies found in the files correlate with the colors of the eight Chaos Emeralds.
A character based on the Fighting Vipers character, Candy. She was planned late into development but was eventually cut. During the development of Sonic the Fighters, Honey's character data was based on Amy's character data. Her in-game data is near complete, and she has a complete moveset primarily based on Knuckles', allowing players to hack the game's data and play as Honey in normal gameplay, albeit with a few glitches. With her re-integration into the 2012 digital re-release of Sonic the Fighters however, all her glitches and problems were fixed.
Metal Sonic goes unused as a playable character in this game but is made playable in the 2012 digital re-release of it. He does not have a grayscale version of himself.
Mecha Sonic Model No.29 is not playable in the game without hacking. When hacked, its name is registered as "Rocket Metal" in both its title card and fighter name, which is nowhere to be seen otherwise.
This robot can be made playable by hacking the game. The robot does not have a grayscale version of itself and has the exact same moveset as Eggman's final machine at Egg Hangar. During gameplay, the robot rotates its head every six seconds as part of his idle animation. The only known difference from Eggman's machine's moveset is that the robot has triple punch move, and its speed lines are purple instead of white.
Dr. Eggman
Eggman can be seen without his mech from his Final Boss form. He has the same title card, name and moveset is the same as his Final Boss form, but with Knuckles-style punches.
Dr. Eggman (big)
A bigger version of Eggman. His skeletal model, when he is idle, is broken but is functional while running or performing a move.
Dr. Eggman (UFO)
Dr. Eggman in his UFO, which produces the grayscale clone whenever a character fights themself, can be played with via hacking. He has the default character moveset.
Dr. Eggman (mech)
An unused boss with no character model data. However, tank treads for the boss can still be found in the game data.
