The Judge is an elderly owl who rules in an empty Mobian court room.

He is very strict and does not allow laughter in the court room. He is put over the matter of Momma Robotnik wanting to adopt Sonic. Despite Sonic's objections, the Judge grants custody to Momma Robotnik because Sonic is a minor. When Scratch and Grounder capture Tails, Sonic runs to judge to try and get him to do something, but Judge ignores him and moves on to his next case.
Judge also made a brief appearance in the Sonic Says message about obeying the law.[1]
