Mobius' World Leaders are a group of four identical old men who run different parts of the planet Mobius. They do not have legs.
History
Believing that the heroes of Mobius, Sonic and Tails were permanently defeated by Super Robotnik, the four leaders gathered at the Mobius Government Building to figure out what to do about the powerful villain. Their meeting was crashed by Super Robotnik himself who kidnapped all four leaders and took them to his dungeon.
Mobius' World Leaders were later freed from the dungeon by Sonic. One of the leaders then proclaimed that Sonic was the winner of the gladiator challenge.[1]
