We the council exist to further the pursuit of scientific discovery. Those who stand in our way... ...will be bent to our will.

— City Council, Sonic Universe #80

The Onyx City Council[2] is a group that appears in the Sonic the Hedgehog comic series and its spin-offs published by Archie Comics. It is a shadowy organization from Silver's future whose ambitions make them a dangerous pose a threat to Onyx City, and their very reality. They also employ Civil Protection Robots to do their bidding as "administrators" of Onyx City.

History

Past

DiggingforGold

The Onyx City Council come to accept Gold as a new member, from Sonic Universe #81.

The Onyx City Council imposed a system upon the citizens of Onyx City in which everyone was assigned a particular work duty and shift. While they claimed this was to insure "a future of continued prosperity and joy," they used the Civil Protection Robots to enforce these labor demands, and anyone found "shirking" their duties was taken into custody. There was no love lost between the Council and the people they ruled over.[1]

The Council found a young Gold the Tenrec and decided to let her join them. However, this was only to keep a close eye on her as she had the ability to open Genesis Portals. With Gold's power, the Council planned to open a gateway through space and time that they had built in secret. Gold would try to warn them of an incoming threat but the Council would not be phased by this. Due to this, the Council would run several tests in order to be ready to open the gate.[1][3]

The Council had also employed a man at the Science Center named Professor Von Schlemmer for his insight into technology and phenomenons. However, many of his theories would be dismissed by the Council.[1][4]

The Silver Age

Petrified!

The Council petrified by the Second Devourer, from Sonic Universe #81.

The Onyx City Council were performing their tests with Genesis Portals as usual and deemed them as proceeding well. They decided to start trying to localize the portals, despite the fact that one portal was unknowingly closed.[1] They were soon visited by Professor Von Schlemmer, who wanted to share his new theories concerning the Genesis Portals. Even after Schlemmer tried to prove himself with Silver the Hedgehog, the Council did not care for his theories and left. However, Gold contacted Silver, telling him that he and Schlemmer should return to know the truth. Silver and Schlemmer did so but they were caught by the Council.[4]

The trio were then restrained in front of their space-time gate and the Council forced Gold to open it, despite her pleas not too.[4] The Council then forced Silver and Schlemmer to plumb the depths of the gateway. The duo managed to escape thanks to the Bits but were followed by the Second Devourer, a beast from Gold's reality that she had escaped from and tried to warn the Council about. After the Second Devourer's hand came through the portal, it slammed down on the Council, petrifying them.[3]

Uniforms

The members of the Council all wear matching blue hooded robes, yellow gloves, brown and yellow boots, and masks that disguise their features, and they can only be distinguished from each other while wearing them by height and girth. Each mask is an orange ovoid that has colored dots visible on it.
