Outer Ordinary Event Research, or O.O.E.R. for short, is an organisation that existed shortly after the fall of Doctor Robotnik's global empire.
History

Its purpose was to investigate strange or paranormal incidents. Its only known member is Special Agent Harry Mole, who looked into the appearance of the Veg-Heads in the Plowright Zone.[1]
