Black Doom, IMO, sounds more like Dr. Claw than Megatron. When you point it out, yeah, I can hear the resemblance, but Megatron's voice isn't that low. When the game first came out, players were talking about how much he sounded like Dr. Claw. As a comparison:

You do bring up quite an interesting topic, Cameron! :D I'm 99.9% sure that the Black Arms asexually produce. ...Of course, here I am, saying so, while I can't find any clean-cut evidence to back it up. *has looked everywhere* But think of it this way; the Black Arms seem to be very male-dominant. (I mean granted, their gender isn't really specified, but hearing their masculine growls/roars and judging by their masculine pecs, I'd say they're dudes. XD) I guess in theory, sure, there could be a wife doing all the spawning, but in Black Doom's character, I'd see him as a sort of perfectionist...you know, wanting everything to be pure as pure can be. In the case of his kids, he'd want them spawned directly from him if he wanted them to be top-notch. No other genetics to possibly mess it all up! Does that make any sense?
