Isn't Mecha-robtnik playable in Sa2b when getting all rank as on Rouge's missions?

This right here says he is only in Sonic R

Sonic R is the only appearance of the characters Metal Knuckles and Tails Doll, and the only playable appearance of Egg Robo.

Saying that a character can be unlocked by collecting tokens on a certain course isn't exactly a hint - the whole point of the Sonic tokens is that they give you something if you find them all. Furthermore, the specific tracks on which you can unlock characters are fairly central to those characters in the game. Tails Doll - Get all tokens in Radical City and beat him in the VS Challenge.

Egg-Robo - Get all tokens in Regal Ruin and beat him in the VS Challenge

Metal Knuckles - Get all tokens in Reactive Factory and beat him in the VS Challenge.

Dr. Eggman - Win 1st place on all 5 tracks.

Super Sonic GAME BREAKER! - Get all the Chaos Emeralds.
