This is about teaching kids not to fly the power lines because it is extremely dangerous otherwise they'll end up in a hospital.

Tails: [goes to the field where the overhead power lines are and brings his kite] I'm going to fly a kite in this area.
Sonic: [stops Tails from going to the field where the power lines are] Whoa, little buddy! Don't you know it's not safe to fly your kite in this area? It's far too dangerous to fly a kite in this area and you don't want to get an electric shock, do you?
Tails: Oh no, I don't want to get an electric shock so I'd better stay away from those overhead wires.
Sonic: Remember kids, never ever fly a kite near the overhead power lines and stay away from them otherwise you'll get a big electric shock and you'll end up in a hospital as well. If your kite goes near those lines, just let it go. If it gets stuck, leave it there and call an operator or the police. If the kite string is hanging down don't touch it, as electricity can travel along the string. The best place to fly one in an open field where no power lines or pylons are near. Also remember, play safe.
