The Underground Movement is a group of anthropomorphic skunks who are native to the Odour Zone.

They speak with heavy French accents, and dress in stereotypical French styles (one is seen wearing a beret). Their leader is Marcel Skunk. Despite the name, they do not live underground. Rather, the name refers to their opposition of Doctor Robotnik.
History

Marcel Skunk was briefly turned into a badnik, Savage Skunk, and caused exstensive damage to the Odour Zone before he was rescued and returned to normal by Sonic the Hedgehog.[1]
Trivia

- The Underground Movement is presumably a reference to both the French Resistance during World War 2 and to Pepé Le Pew, a French skunk from the Looney Tunes cartoon series.
