Wendy Witchcart

Wendy Witchcart is an old human witch who rides around in a specialized rail cart on an island she claims as her own. She only appears once in the Sonic games, as the main villain and last boss of Tails' Skypatrol. According to the instruction manual, the crone claims she is able to turn any dissenters into crystal - although whether she actually has magic powers, as opposed to simply being a crazy old lady who rides a minecart, is never clearly demonstrated. In the game, the goal of Tails is to free the island and its inhabitants from her tyranny.
Wendy's island is patrolled by an army of robots; possibly of her own construction, possibly badniks hacked from Eggman (in the style of the Nocturnus). In addition to these mechanised legions, Wendy commands three Mobian lackeys: Fockewulf the Wolf, Bearenger the Bear, and Carrotia the Rabbit.
After being defeated by Tails in Darkcastle, Witchkart is shown being hauled up out of her vehicle by the fox and flown away, presumably deposited by Miles somewhere she can't do any more harm. She has not been seen since.
